The measure allows police to use explosive-equipped robots in extreme situations.
Dr Catherine Connolly, from the group Stop Killer Robots, said the movement was a "slippery ramp" that could separate humans from killing.
City police - the SFPD - told the BBC that they currently do not control lethal robots.
They said there could be future scenarios where robots could use lethal force.
A police spokesman said: "Robots may be equipped with explosives to destroy fortified structures that contain violent, armed or dangerous objects."
They also said that The robot can be used to "incapacitate or to intimidate violent, armed, or dangerous suspects who are at risk of loss of life.”
